Log into the RaQ admin UI as the admin user, and go to the list of virtual
sites. Edit the site settings for the site in question, and enable telnet.
Then save changes. Telnet is now enabled for that site.
Call up the user list for that virtual site. Select/edit the user you want,
and the telnet box should be enabled for them. Check it, and save changes.

Yes, you cannot assign users any services which are not first enabled at the
site level.
I don't know if you have site admins or not, but be aware that if you enable a
function for a site, any site admin for that site can then hand out that
function to any users (if applicable).
