Never in my experienced is a temporary file created when incoming email
is appended to; it just gets added to the end.
However when you check email using POP, the file is duplicated to a
temporary file which in the /tmp directory which is owned by the same
user, so the real email capacity is only half the user's quota.
The way around this on generic Linux servers using mbox delivery (the
single file system is called mbox delivery) is to mount /tmp on it's own
partition, which doesn't have quotas enabled.
