The GUI isn't very helpful for managing the mailing lists on the Cobalt
RaQ4s (if this is what you have). The best way to fix this is to edit the
list config file manually. If you log into your server via SSH (or telnet,
if you haven't yet moved to SSH) go to
/usr/local/majordomo/www.domain.com/lists and you should see some files.
listname.config is the one that needs to be edited.

Find the moderate directive and set that to yes.  Find the moderator
directive and set that to the email address of the moderator.  Once you save
the file any messages sent to the list will go to the moderator first for
approval.  They can then put in a special Approved directive (I think it's
Approved: [list_password]) at the top of the email and send that to the list
for distribution to the members.
