The 450Mhz CPU socket on RaQs and Qubes have all speed-select pins grounded,
in other words it is difficult to change the speed. One work around may be to
break the pins off the CPU.
See the chart at http://www.raqware.com/cpu500.html BF2-BF0 are '0', so all
are at ground level.
However, a 500 Mhz CPU will work in the 450Mhz system, it will run at 450Mhz.
