Jeff,
I just ran a test on our servers. With pop before SMTP turned on, no one can
send email without checking email first. with pop before SMTP, anyone can
send email without checking email first. I tried it several times to make
sure. With it off, you DO NOT have to be verified!
With it on, adds the extra protection to not allow unauthorized users to use
your sendmail.
