The damn hard drives was bad.  I verified one with a hard disk diag
utility for Seagate.  The other one drive I think is bad as well.  I got
timeout errors on a few sectors using dd when booted in ROM when I tried
to wipe both drives.  That explains why the OSRCD for 4i works sometimes
and why the OSRCD for 4r did not work because due to the bad sectors,
there were bad blocks on RAID1 which cause the Raq4i to hang on boot, so
bad at times that it was never boots.  I think I recapped the issue
properly.
