This sounds almost identical to the problems we have had since our server
was hacked. Only solution I have is to do a complete OS Restore. That is
what we are having to do today.

Sounds like you may have been hacked.

/etc/rc.d/init.d/named restart
You shouldn't be using telnet!!!
