Just don't enable FTP as an option for a particular vsite. Then nobody can
FTP to/from it.

Sounds like you'd need to disable FTP after uploading a specific page. Or,
easier yet, set your default page in the /etc/skel tree and it will be
placed in any new vsite web directory automatically in place of the Sun
default.
