Nope, they each would have the potential to have 100MB, in a "whoever gets
there first gets it" way... remember also that 10% of the site quota is
used up with logs, and FrontPage takes up 8MB per user, so "budget" for
that. They will never actually get to 100MB unless they do it fairly
quickly (before the logs/archives grow to 10% of the site quota).

The total used by the users cannot exceed the total quota for the site. If
one user puts 100MB on before the others do, the others get nothing.
