I am not sure about the situation in this case, but in our case, we
lease a RaQ3 and we would not be permitted to upgrade the box to a RaQ4.
There are lots of us in the same boat, and we would sure appreciate
developments still being done for the RaQ3's. Eventually we will build
our own box and co-locate it, but it will be some time before we are
ready to do that. Just my 2-cents.
