It's part of the OS 6.4 update that added VPN and USB options. It was
designed for resellers etc, so that when you power up your Qube, it would
look to the autoupdate server you specified and pull down any
customizations, etc, to make a generic Qube into whatever the provider
wanted (custom UI, apps, etc). Similar to BlueLinQ but focused more on
base capabilities and customization rather than pure patch distribution.
Basically you can (should?) ignore it.
