I had the same problem with a completely different script on a
non-Cobalt box. Eventually discovered the problem was the cgi-bin
directory was both group and world writable; when we made it only
owner-writable, it worked fine.
Of course on the RaQ that means the admin won't be able to move anything
to the directory using FTP, so I'd try changing just turning off
world-writable first, to see if that helps.
