I have a couple of customers who leave their email open at all times and check every few minutes. I still haven't seen any problem with traffic. Thankfully they don't leave their mail on the server for long, maybe 10 day or they would have 100's of megs of mail. I would think their traffic is larger downloading their mail in stead of just headers.

This is a social problem.  You can either educate the users or else set
financial constraints to convince them.

You can also implement system accounting to calculate the resources being
used by these people.  They are using more than disk space or bandwidth and
you should take that into account.
