Is the mail server timing out during downloading messages after connection 
established.

-or-

It is timing out when trying to resolve the mail server hostname to an IP at 
the initial pre-connection stage.

I think it is the second case, You can ask your customer to use the IP address 
of thier or your mail server if located on the same box.  Instead of entering 
mail.thiersite.com as a pop3 or smtp server in thier mail-client they should 
use the IP address.  Possibly the ISP DNS is not yet fully Propagated.
