Use a script alias in the httpd.conf for that site to point to a
/users/username directory. Don't put any email aliases in that username
directory so there won't be any email issues.
Share the password for that directory.

I'm not sure with FP and subwebs how you would handle that.
I thought you just create a folder and set permissions on it in FP by
opening the site live.
