You might have "Packages Must Be Authenticated-feature" enabled (BlueLinq -> settings -> advanced).

I've done this:
./pkg_prepare.pl -i -f /home/packages/<PACKAGENAME>

This seems to work because I see the package disappear from where it was originally. I assume it's been untarred somewhere.

Then I've tried running:
./pkg_install.pl
But it's prompting me for the package OID.

I'm at a loss as the what the next step is.
Any help is much appreciated.
