What is the link that explains what the patch actually fixes?

I have 2 xtr servers running lots of i18n_translate processes which I 
don't expect to be running...

e.g.

root     11122  0.0  0.0   392  176 ?        S    Feb10   0:00 
/usr/sausalito/bin/i18n_translate

I found nothing on the net relating to this proces

Or is this unrelated to the fix?
