There's no need to enable shell accounts just so people can FTP.
Try using another FTP client. I think Gerald steered you towards WinSCP
because it is a secure FTP client and it works well if you want to login as
root, but you could try something else for regular users. FTP Surfer works
okay, but is a bit buggy at times. I use Dreamweaver for Websites and
uploading and it works okay.
