I'm making a complete guess here, but I'm guessing wsFTP is requiring the
user to have a valid shell (in /etc/shells) to let the user login?

I'm not sure what shell your unit uses for people without shell access, but
it should be something like /bin/noshell or /bin/nologin (cat /etc/passwd -
something in here should look like this), and make sure this is in
/etc/shells.
