The simplest way is to set the RaQ's IP to an IP that matches whatever
is on your laptop -- since they will be directly connected, whether
it's a 'public' IP or not doesn't matter. Or, if you don't mind
resetting your laptop, I personally set my laptop to be 10.0.0.1, and
use the LCD panel at power-on to set the RaQ to 10.0.0.2. Then
connect them via cross-over Ethernet cable, or 2 regular Ethernet
cables and a switch/hub (100Mb makes life easier - faster - but 10Mb
will work also).
Before doing this, of course, download all relevant patches to your
laptop.

Not at all. Just point your browser at the RaQ IP address like you
would if it was "live" and install all the PKGs. When done and
you're sure it's all configured, then use the UI or the LCD panel to
change the IP to it's "final" setting and put it on the real network.
