It looks like plain ascii and I think it should be safe to delete single lines as well.
I however don't like the concept of making any filter mandatory to our clients.
I think I'll change the file and swap the "1" at the last digit of each line for a "0" which deactivates the filter and copy the file to /etc/skel/user/en_US/mail/.filter.book, that should take care of it for new users who can then decide whether to use the filters or not.
