I believe it's unavailable for a short period each night and it's been down
or problematic numerous times otherwise.  I find the archives at the AIMS
Group http://marc.theaimsgroup.com/?l=cobalt-users much more reliable and
the search functionality much better.  Plus there are several hundred
archives of other relevant (to me at least) mailing lists in once place and
one can even search all of the lists at once (often very useful).
http://marc.theaimsgroup.com/ for the whole enchilada.  Give it a try.
