I've never encountered a registrar that would allow that.

Same as above. Most registrars will allow you to supply an IP for the
second hostname that not only is on the same subnet as the primary name
server (bad practice), but on the same box (even worse).

That's advisable. Your ISP may provide said service free of charge or for a
fee either using their own name server hostname or a "virtual" name server
using a hostname you create (you'd probably use something like
ns2.domain.name). And there are companies that provide outsourced secondary
name server services, mine included.
