Yes. In /etc/mail/sendmail.cf, look for:
# load average at which we just queue messages
O QueueLA=15
# load average at which we refuse connections
O RefuseLA=20
and set as desired. Restart sendmail (/etc/rc.d/init.d/sendmail
restart) to load new config.

O Timeout.queuereturn=5d
and set as desired. Restart sendmail to load new config.
