 10 bucks says you're running off of a Cisco 1924 or 2924. Ask your host.

 There's a known conflict between the RaQ NIC and the Cisco gear.

Try setting up your RaQ to ping out off the local network every 60 seconds,
to "announce" its presence to the switch. Worked for me. Let us know if it
works for you:
