Thanks for the feedback..
FYI - To anyone just jumping in.. please see the earlier posts and keep in
mind that everything being presented here is hypothetical and not been
tested in any way. However should a reasonable way be determined to test
and apply it, the plan without a doubt will be put it in place for at least
one domain we manage.
Here is the front end part of the plan I didn't elaborate about initially.

Use a large International DNS provider for the front end and directing of
email to the two separate servers.
That in it self should be relatively inexpensive I've used some DNS
specialty providers in the past and the cost can be as little as $50.00 per
year per domain and works well if you need it outsourced.
Note: I would expect that any DNS service could handle the task if feasible
to implement but a larger provider simply offers better propagation times
and redundancy.

Implementation (ignoring monthly costs) should be more on the order of
$10k-$30k for hardware, software and consulting (setup, configuration,
testing, documentation, training) depending on what's required (price could
go much higher depending on what's selected). It will even be less if you
can outsource to a vendor that already has such systems in place. I'm also
basing that partly on my assumption (based on earlier emails from Jerry)
that the client doesn't need 6 nines uptime, but instead needs high
reliability by way of always having a reachable mail server and if the
primary POP/IMAP server is unreachable the email exists on a secondary
POP/IMAP server. There are some caveats, and 3 POP/IMAP servers may be
advisable, but it's certainly feasible.
