Not to "start" something, but last time I looked, ISP was not listed as a
"public" utility or regulated as such. Being one (an ISP that is), I have
the "right" to accept - or deny mail from any source I desire to "my" servers
(which I do happen to own myself). And no, I don't use spews itself, but
when I hear/see statements like this - "interfere in business" - I think of
Benjamin Franklins statement - your freedom ends where my nose starts. Your
business has no inherent "claims" to my server space or bandwidth. Like the
"net" itself, it is kept going by mutual "good-will" - when spam invades my
space and breaches that "good-will" association I have every right to block
it - and the servers / systems that transport it to me/my systems
