I think you nailed this one! I was at 29 total sites. Even after
searching I'm still confused about the exact nature of this. Is it a
Cobalt issue, a Redhat issue, a Linux issue, or an FTP issue? I'm
thinking that it's a proftpd limitation.

It's a Linux issue. A lot of posts on that in the archive.

I just stick to having siteadmins for each virtual site, or if they're
my sites I have my own "include" file for httpd.conf and put the
additional sites as sub-directories of one virtual site so the same
admin covers them all.
