If your contract with them states they pay overage, and you can document,
advise them they will be charged, bill them, wait your net payment terms and
shut them off when past due.

Why throttle them if you state you will allow overage but charge them. You
may be opening a can of worms if you restrict them and don't have that
stated in the contract.
