have there people try to telnet to the server on port 25

If it doesn't connect then their ISP is blocking them.
Earthlink does this as do many others.

If it does connect, then you need to get more specific
info from them, like the error message for starters :)

I've a RaQ4 with mail issues.  Folks can get mail all day long, but 
can't send, unless they log into webmail.

Yes, I know that's kind of sketchy info, but anybody got any clues on 
where to look?
