The big problem is that new virus signatures get detected daily.  Most
of us choose to block virii by signature.  I don't know of anyone
offering a daily update service as open-source.

Another way to do it is to convert ALL executable attachments to text
files; a few mail servers do it this way.  That way the recipient
decides whether or not to change it back and run it.

At least it won't run automatically.
