To finish up this thread:
It is not illegal to shut down a website for non-payment and stop all
services, including mail forwarding. Your client is paying you for a service
that included the mail forwarding. Since they did not pay, you suspended
their website, which included the mail forwarding. Just like the phone
company, you have the right to suspend or terminate the service for
non-payment, especially if you have a contract stating so.
now, when it comes to the power company, if they turn your power off and you
have a legitimate reason why it should not be turned off, even for non
payment, such as iron lung, home dialysis or any other life threatening
medical situation, watch how fast they turn your power on, even if you owe
them money.
