I'm not familiar with that software, but it's possible that it's a firewall
issue. Are you running IPCHAINS or another firewall on the server or in
front of the server? Are the clients trying to connect using active mode or
passive mode? I've seen passive mode blocked by firewalls since it uses
high ports. /var/log/messages may contain useful details. If you're not
sure what mode is being used try test using your favorite FTP client in both
active and passive mode and see what the results are.
