Had this problem myself, except the station I was using to boot the restore
cd had a "kernel panic" notice on screen while the raq hung (a raq3)

It seemed that if I used my Asus or Lite-On cdrom to boot the os restore cd,
"kernel panic" ensued. However, when I booted that very same cd from my
laptop (ThinkPad...in case they use "special" cdrom's, I dunno) everything
was fine.

Got another station to try from?

Okay, I have it attempting to run again....the NIC indicators on the
server are all green....and solid....

The NIC indicator on the PC is orange....
