If you just want to send an email to a large list of recipients and don't
need a web admin there are tons of free scripts available.  Search google or
any of the free script sites.  If you want a broadcast discussion list
management program with a web interface, bounce management and lots of other
functionality consider Mailman.

with it on a RaQ4 and have installed it for clients on various RaQ and *nix
machines.
