The only other lead that I have is the error message when I try to start
admserv:
"Invalid certificates for main site -- Not starting SSL
/usr/sbin/httpd.admsrv"
Interestingly enough -- I've commented out all ref's to SSL in the
httpd.conf files in both of these directories /etc/httpd/conf &
/etc/admserv/conf...

Those messages are actually normal (lol!) and happen on my perfectly fine RaQ3's here. What you need to check is the
/home/log/httpd/access and /home/log/httpd/error
They should show why the httpd daemon isn't kicking off rather than whatever you get on the command-lines.
