I'm not sure how it would work, or how Sendmail uses the RBL and the access list. Possibly you could add a xxx.xx.xx.xx RELAY line for their IP, but I'm not sure if that would override a listing on Spamcop.
Wouldn't that allow them to relay through our server - not just tell our server to accept their mail? (Even if sendmail did check the access.db before the RBLs, which I don't think it does, but I could be wrong.)
