Raq4
Everything seems to be fine on it (I dont have an additional raq to compare
configs with though). It serves up pages fine, everything 'appears' to
function without error, just this one type of error showing up in the
logs....
ownerships haven't changed.. and if configs got mangled they would have been
mangled BY the updates... ;-)
I did however have the problem of the admin gui not being able to edit any
sites, and had to run a couple scripts (aliasrestore.cgi and fixsite.pl if I
recall correctly) on the server to fix that.. and that did occur right about
the same time... (see messages in this list pertaining to admin cant edit
sites)
I suppose anything is possible ;-)
I'll see if I can find some time to search archives....

I don't remember if this was a Raq3 or 4 but you may want to search the
archives. I do remember seeing some cgi-wrap issues right after the update.
Only other or 2 other issues would be ownership has somehow changed on those
files, or your config for apache has been mangled. If you have a good
working Raq, I would do a side by site comparison of the
srm.conf/access.conf and the httpd.conf to just reassure your self that
those are okay. The lines under the individual sites may have an extra / or
maybe misspelled, but now that I think about it, apache wouldn't start, or
would it?? They are Raq servers:)
