The reset button next to the LCD panel _should_ reset both admin and root
password. If you can get into the web UI as admin and enter a new
password, it will (_should_ reset root's as well at that time.

Sounds like the last owner did some monkeying to disable the reset script,
or something similar. OS Restore is your best bet, then apply all relevant
patches to the box.
