Upgrading to the current version of tar will not change this behavior.  CMU
uses the perl module Archive::Tar along with Compress::Zlib to build the
archives.   Anyone want to load the newest Zlib
http://www.cpan.org/modules/by-module/Compress/Compress-Zlib-1.16.tar.gz and
see if this is still a problem?  

I don't have any windows boxen.
