I've had the same issues. Unpack it on the server and its fine. Bring it down to my desktop and unpack it with the 12 programs I've tried and they all give me different extracts. Not one gave me the 'full' extract.
I don't think it's a problem when you go to restore from Raqbackup/CMU but sometimes a customer requests a zipped copy of their site and it would be a whole lot easier just to mail off the .tar file.
