Hi Tunc, direct from the Sun Cobalt knowledge base:

 "System is busy deleting another site" error 
 
Question 
When I try to delete a virtual site there is an error "The system is
busy deleting another site. Please wait and try again. 
 
Answer 
Most likely there is a lock file preventing the site from being deleted.
This problem can sometimes occur when multiple changes are made to the
browser interface at the same time and one process was interrupted and
the lock file which prevents someone from changing it at the same time,
is not removed. To resolve this, you telnet into your Server and su to
root.

Then go to the /etc/locks directory and type:
ls
you should find a lock file in this directory. Remove the lock file by
typing:
rm *.lock

Note: the only file that is in there on a normal basis is 'monitor'.
Anything else in that directory can be removed.
