CPU temperature should be close and a little higher
than room temperature if the fans work normally.
My Colo ISP has no air conditioning, so my RaQ GUI
always show CPU temperature in low 30's Celsius at
night and high 30's in the afternoon.
Your RaQ CPU in mid 40's seems a little high but
acceptable. Maybe your COLO ISP room is in Texas or
maybe too many servers packed together.
