By second DNS I supposed actually the third DNS, that should
replace one of the previous. But actually even this does not needed.
You should move the only one DNS to other segment. For those computers
that cached old DNS settings will be enough communicate with secondary DNS,
and those computers already got new DNS settings will go to both of them.
This is a good practice to put two DNSes on different subnets, and the better
solution to put them in different buildings.
Do not forget to configure access between two DNSes.

You can write common data in external file and include it
in any point of DNS file by $INCLUDE directive.
But after second think about your issue, I think that you have do
nothing with this.
Every your domains include line like:
IN NS dns1.yourdomain.
, right ? ( I suppose you was not use IP for this )
In this case it should be enough to change only your A records
about DNS 1/2.
