Yes, it does.

Yes.

It doesn't work like that, it uses the standard BIND 8 daemon. The RaQ4 uses
the records file, as you summised, for the web interface, but from that, it
also creates the zones files as you would normally expect in /etc/named/
which BIND uses.
For the simplest solution you should really decide on one method or the
other - either use the Cobalt UI, or don't, just never use both. There are
ways, but it's much easier to only do one or the other.
