I get that too. Generally it's nothing to worry about, if mail delivery and
all other services were working fine before. The SMTP server stops accepting
connections after it has a certain number of open connections. Then the
Active Monitor comes along and tries to connect, but can't, so it thinks
it's down. After the mail logjam clears, the Active Monitor can then
connect, and thinks everything's OK.
