Well I just tested this on sites that do not make any calls ie
index.php?options blah blah and it will display the page. This will only
work on a page like artist.php will display as artist . Hmmmmm

yep, that's what I got.
So... Why?
Is it a security issue?
The good news is that if there are files /xyz.php and /xyz, the correct
file displays for /xyz (just tried it)
