I had the same problem a year ago or so. Everything I tried to no avail. 
Last resort, was indeed, to rebuild the database. I can't/couldn't believe 
how it worked like a charm!
That server still runs with no rebuilds and still well-behaved.
However, I would always advise postgresql database rebuild on a Cobalt as a 
LAST RESORT!!!

Yes, it required a rebuild of the database...oh, such joy! - but it wasn't 
as bad as what I thought...thanks to all who helped....
