Have you edited httpd.conf for this site at all? Do you have any
.htaccess in the cgi-bin or the /web directory?

I'm not sure of the syntax, but I think you can try adding a .htaccess
to the /web directory for the site:

Action application/x-wrapped-cgi /cgiwrapDir/cgiwrap
AddType application/x-wrapped-cgi .cgi .pl

BTW, if using CuteFTP you can add a remote filter of -rtaf and you will
then be able to see your .htaccess files.
