Sounds like he is trying to enable it for the 'users' web
www.domain.com/~user and it is complaining about the root web
being enabled before it can proceed, but the root web is enabled.

You don't say which RaQ.
I'm not sure what you're trying to enable for the user. All they need do
is publish to www.domain.com and the username is Webmaster by default on
the RaQ4. You don't have to enable anything for the user.
